The HCLG Committee has called on the government to establish a statutory dispute resolution scheme to settle "deadlocked" negotiations over land value.
As part of its inquiry into land value capture policies, the committee said there is "scope to reform" the system of developer contributions, which currently "fails to deliver the full potential funding".
The committee warned against a "radical departure" from the existing measures of Section 106 and the Community Infrastructure Levy (CIL).
